Federal cosmetic labeling requirements:

• Identity statement, name and place of business, and ingredient declaration under 21 CFR Part 701.
• Net quantity of contents under 21 CFR 701.13 and the Fair Packaging and Labeling Act.
• Warning statements under 21 CFR Part 740.
• MoCRA label provisions under 21 U.S.C. § 364 and following, including the adverse event contact and the professional-use statement.
• Claims that would make a cosmetic a drug, and marketing statements a cosmetic may not make.
• Prohibited and restricted ingredients, color additives, and ingredient hazards such as restricted preservatives, fragrance allergens, PFAS, heavy metals and Proposition 65 listed chemicals.

Limitations

A clean result is a screening outcome against the rules CPGShield holds. It is not government approval, it is not a certification, and it does not replace your own regulatory review or counsel.

Drug-label compliance is not evaluated: an over-the-counter drug panel on the label is read, but its drug labeling requirements are outside this check.
